GIS Project Initiation Steps
Complete the Project Request & Business Case
The Project Request and Business Case documents are developed by the
requestor, sponsor, area controller and the Business Development Manager (BDM). These documents provide information including business need, financial summary and cost/benefits analysis, and are used to determine the project's strategic fit within the corporation as well as the priority level among other projects.
Submit the Project Request & Business Case
The requestor submits the Project Request & Business Case to the
GIS PST member for the requestor's business area. The GIS PST member will review this documentation
to:
Confirm that the proposed project supports strategic goals for
affected business areas
Ensure that appropriate funding is available
Confirm that a business sponsor has been selected
If the proposed project is not approved for further consideration, the requestor is notified that the project request has been declined.
Conduct Estimation Effort
The Business Development Manager (BDM) will send a copy of the project request and business case to GIS PMO (Project Management Office), requesting an estimate of the cost and effort for the proposed project. GIS PMO will assign a project manager who will follow the GIS Initial Estimating Steps to:
Work with the requestor, business sponsor, and Business Development Manager to validate the scope and requirements of the proposed project
Determine the estimating approach and identify the estimating team members
Review the initial estimating document with GIS management to obtain conceptual approval.
Once the estimate documentation is developed, the Business Development Manager will incorporate the estimates in the business case document.
Complete the Project Prioritization Assessment
The Business Development Manager will work with the requestor, financial analyst, and business sponsor to document the Project Prioritization Assessment, updating the business case document as needed.
Determine Business Priority
The
Business Development Manager reviews the Project Request, Business Case and Priority Assessment documentation with the PST member for the affected business area.
If the business case supports a positive net present value (NPV) with hard benefits and no incremental funding requirements, the project will be approved and added to the opportunities list on the GIS project scorecard. (Skip to Step 7.)
Otherwise, the project documentation must be presented to the PRT (Productivity Review Team).
PRT Review
The Productivity Review Team (PRT) reviews the project documentation with the Business Area Controller and PST member to determine if there are sufficient soft benefits to approve the project. If so, the project is added to the opportunities list on the GIS project scorecard. If not, the requestor is notified of the decision to decline the project request.
Note: The business Area EMT (Executive Management Team) member must sign-off on the project prior to this PRT Review.
Distribute Review Packet to Prioritization Steering Committee
GIS PMO develops the project approval recommendation and distributes the following documentation to the GIS Prioritization Committee members.
Project Request
Business Case
Project approval recommendation
Current GIS opportunities list
Any other related materials
Approve Project Requests
The GIS Prioritization Steering Committee meets to approve project requests, review status of in-flight projects and validate post-implementation benefits realization.
Initiate Approved Projects
GIS PMO initiates approved and prioritized projects by assigning a project manager and sending the project initiation documentation to the project manager. The project manager then uses the GIS Project Management Process (GIS PMP) to lead the effort to analyze, plan, develop and deploy the project.
